Amends Idaho Code 67-7024 to allow water skiing without a required onboard observer under specific conditions, expanding beyond the existing exemption for slalom courses with wide-angle mirrors.

New exemption requires vessels to have a large mirror (at least 78 square inches), a full-width stern platform for safe water exit, and a recessed propeller.

Exempted vessels may only operate without an observer between 1 hour before sunrise and 9:00 a.m. from May 15 through September 10, or any time of day from September 11 through May 14.

Operator must be over 18 years old with a valid driver's license, and the person being towed must remain connected to the vessel via tow rope at all times.

Declared an emergency measure, taking effect immediately upon passage and approval.
