Adds driving more than 20 miles per hour over the posted speed limit in an active school zone or construction zone as a new offense qualifying as reckless driving under Idaho Code Section 49-1401

First-time reckless driving conviction remains a misdemeanor punishable by up to 6 months jail, up to $1,000 fine, or both

Second or subsequent reckless driving conviction within 5 years carries penalties of up to 1 year jail, up to $2,000 fine, or both, plus mandatory license suspension

Declared an emergency measure with an effective date of July 1, 2026
