Prohibits health care providers, schools, child care providers, and mandated reporters from withholding information from parents about a child's expressed interest in sex transition procedures or facilitating such procedures without written parental consent

Defines "sex transition procedures" to include puberty blockers, hormone treatments, and surgical procedures intended to alter a minor's body to not correspond with their biological sex

Defines "social transition" as adopting names, pronouns, appearance, or mannerisms associated with a gender different from biological sex

Allows parents to sue covered entities for violations, with minimum statutory damages of $50,000 plus compensatory damages, attorney's fees, and injunctive relief

Authorizes the Attorney General to investigate violations and seek civil penalties up to $100,000 per violation, with the act taking effect July 1, 2026 under an emergency declaration
