Prohibits all political subdivisions and schools in Idaho from adopting or enforcing any law, rule, or policy that requires, mandates, advises, recommends, or encourages any medical intervention (defined to include vaccines, drugs, treatments, and medical procedures)

Bars schools and daycares from limiting access to facilities or services based on a person's medical intervention status, and prohibits requiring medical documents, immunization records, or proof of immunity as conditions of attendance, enrollment, or employment

Changes Idaho's immunization registry from opt-out to opt-in, requiring written parental consent before a child's information can be included, and removes provisions allowing schools and daycares to access registry data

Removes all exemptions for federal law requirements and Medicare/Medicaid recipients from existing medical mandate prohibitions, and adds a private right of action allowing aggrieved individuals to sue for treble damages or $1,000 per violation, whichever is greater, plus attorney's fees

Declares an emergency with an effective date of July 1, 2026, and specifies that protections cannot be suspended during any declared emergency, public health crisis, or state of emergency
