License plates no longer automatically expire after 10 years; plates remain valid as long as they are readable, legible, and comply with display requirements under Section 49-428, Idaho Code

Removes the requirement for registered owners to receive expiration notices at the end of the ninth year of plate issuance

State vehicles and vehicles belonging to taxing districts (school districts, highway districts, fire districts, etc.) may retain their plates indefinitely until transferred to another vehicle or canceled by the department

Discontinued specialty license plates may still be used for up to 10 years from issuance date, with program fees deposited into the state highway account

Declared an emergency measure with an effective date of July 1, 2026
