Landowners whose property is annexed by a city without their voluntary consent cannot be required to use city wastewater and water services, and may maintain or replace existing compliant systems

Cities must pay any other costs incurred by non-consenting landowners that are directly related to the annexation of their property

Annexation requires consent from landowners representing 60% of parcels and at least 50% of the area proposed for annexation

The bill takes effect July 1, 2026, under an emergency declaration
