Amends Idaho Code Section 67-827A to add "purchase" authority alongside existing acquisition and installation powers for the Office of Information Technology Services regarding state government technology and telecommunications equipment

Requires all state agencies to implement multifactor authentication for accessing IT devices and services, including email, cloud storage, web applications, networks, databases, and servers

Directs coordination between public and private entities to develop statewide public outreach efforts protecting personal information and sensitive data from cyber threats

Exempts IT procurements under $15,000 from centralized Office approval, allowing departments and institutions to purchase directly

Declares an emergency with an effective date of July 1, 2026
