Amends Idaho Code Section 33-909 to expand eligibility for the Public School Facilities Cooperative Funding Program to include school districts that have approved bond or plant facility levies but where abatement costs exceed available funds

Introduces a discount on district cost-sharing for districts with a bond levy equalization fund index below 1.00, with a minimum 10% discount for districts with an index of 1.50 or below

Requires school districts to report project savings within 60 days of receiving a certificate of occupancy, with verified savings returned to the public school facilities cooperative fund and applied to reduce the district's remaining unpaid share

Extends the 20-year repayment term if a district misses annual payments when distributions were made under Section 33-911(2)(b), and removes the minimum payment floor previously tied to initial payment calculations

Declares an emergency and applies retroactively to June 1, 2025
