Creates the Idaho Wildfire Risk Mitigation Fund in the state treasury to reduce wildfire risks, lower property insurance costs, and improve access to property insurance for Idaho residents

Authorizes grants up to $20,000 per recipient for wildfire risk mitigation efforts, along with funding for educational resources on fire prevention

Funds the program through multiple sources: excess premium tax revenues above $125 million (one-fourth of the excess), surplus line association stamping fees, private contributions, and legislative appropriations

Grants the Director of the Department of Insurance authority to promulgate rules, establish policies, select an administrator, and appoint an advisory committee to operate the fund

Declares an emergency, making the act effective immediately upon passage and approval
