Reduces per-enrollment funding for Idaho Digital Learning Academy from $445 to $427

Caps state-funded enrollments at three (3) per student per school year, excluding summer enrollments (previously unlimited)

Restricts state funding eligibility to students in grades 6-12 who are enrolled full-time in a non-virtual Idaho public school or charter school

Excludes driver's education classes and students in schools located in cities with populations over 50,000 from state funding eligibility

Declared an emergency measure, effective July 1, 2026
