Amends Idaho Code sections 33-1619, 33-5202A, and 33-5206 to establish new requirements for virtual education programs operated by school districts and public charter schools, effective July 1, 2026.

Prohibits school districts, virtual education programs, and educational services providers from furnishing state funds directly to parents; supplemental learning funds must be expended through direct order by the school only for eligible education expenses including computer hardware, internet access, textbooks, standardized test fees, and therapies.

Requires all contracts between virtual schools and educational services providers to be approved by the school's board of directors prior to execution, include written disclosure of specific services and costs, and demonstrate a clear relationship between public funds received and services provided.

Mandates that virtual education programs verify and maintain proof of Idaho residency for all enrolled students, ensure curricular materials meet state content standards, and establish conflict of interest policies for individuals employed by both the school and educational services provider.

Requires all teachers in virtual education programs to hold teaching certificates and gives school districts and virtual schools authority to hire, oversee, and evaluate all teachers delivering virtual instruction.
