Expands parent-student on-road driver's training eligibility to all students statewide, removing the previous restriction that limited the program to students in rural school districts or districts that don't offer driver's training courses.

Removes the requirement that students complete classroom instruction specifically through the Idaho Digital Learning Alliance, allowing completion through any online driver's training course approved by the State Department of Education.

Requires the State Department of Education to publish a list of all approved online driver's training programs on its website, with the list also available at each county driver's license office.

Declares an emergency, making the act effective immediately upon passage and approval.
