Amends Section 33-911, Idaho Code, to expand allowable uses of the School District Facilities Fund to include payments on existing school facilities bonds and lease-purchase agreements for school facilities

Clarifies that moneys received by school districts under subsections (2)(a), (c), (d), and (e) must be deducted from school levies that would otherwise be paid by property taxpayers, replacing the previous broader deduction requirement

Maintains the priority order for fund expenditures: existing bonds issued before July 1, 2025 first, then payments under section 33-909, then bonds issued on or after July 1, 2025, followed by supplemental levies and plant facility levies

Preserves transition provisions ensuring districts that previously received bond levy equalization support for qualified bonds passed before January 1, 2024 continue to receive equivalent funding through fiscal years 2025 and 2026

Declares an emergency and takes effect July 1, 2026
