Creates new Chapter 45 in Title 41 (Idaho Travel Insurance Act) establishing a comprehensive regulatory framework for travel insurance sold to Idaho residents, covering trip cancellation/interruption, baggage loss, rental vehicle damage, medical emergencies, evacuation, and repatriation of remains

Requires travel insurers to pay premium tax based on the policyholder's or certificate holder's state of residence, and mandates documentation of residency while excluding travel assistance services and cancellation fee waivers from premium calculations

Prohibits negative option/opt-out sales practices that require consumers to take action to deselect coverage, bans marketing blanket travel insurance as "free," and classifies illusory travel insurance policies as unfair or deceptive practices

Establishes licensing requirements for travel administrators (must hold property/casualty producer license or managing general agent license) and allows travel retailers to offer travel insurance under a limited lines travel insurance producer's license with mandatory training programs

Repeals existing sections 41-1093 through 41-1097 and takes effect July 1, 2026, under an emergency declaration
