Establishes a presumption that jurisdiction over all matters arising within Idaho resides with the state unless the federal government demonstrates express constitutional authority delegating that jurisdiction

Designates seven areas of primary state police power jurisdiction: public health and safety, education, water and natural resources (excluding federal reserve water rights), agriculture, energy, land use and zoning, and local economic regulation

Requires federal assertions of authority based on implied, incidental, or ancillary powers to be narrowly construed and places the burden on the federal government to establish constitutional basis for any claimed jurisdiction

Directs the state to assert its rights in jurisdictional conflicts through coordination between the Attorney General, Governor, and Legislature

Declares an emergency with effective date of July 1, 2026, and includes a severability clause
