Amends Idaho Code Section 31-4403 to allow any person to contract with a solid waste collection provider of their choosing for temporary, project-specific containers (such as construction dumpsters), regardless of existing county contracts or franchises

Counties must define "temporary and project-specific" containers by ordinance

Reorganizes and reformats existing statutory language regarding county commissioners' authority to operate solid waste disposal systems through employees, private contractors, other government units, or franchises

Maintains county authority to award solid waste contracts with or without compulsory competitive bidding

Declares an emergency with an effective date of July 1, 2026
