Increases the maximum gross weight limit for vehicles eligible for Appaloosa license plates from 16,000 pounds to 26,000 pounds

Changes the recipient of license plate fee revenues from the "Appaloosa horse club" to the "Appaloosa horse club, museum and heritage center foundation"

Expands the permitted use of transferred funds from solely "youth horse programs" to broader "education and programming related to horses in the state of Idaho"

Removes the requirement that initial plate program costs, including design costs, be paid by the Appaloosa horse club

Declares an emergency and takes effect July 1, 2026
