Cites a 2024 Government Accountability Office finding that cloud seeding effectiveness estimates were "not distinguishable from zero with a high degree of statistical confidence (e.g., with 95 percent confidence)"

Removes the Idaho Department of Water Resources director's authority to develop, coordinate, and fund weather modification projects, and repeals provisions allowing water districts to authorize watermasters to coordinate cloud seeding activities

Declares an emergency, making the act effective immediately upon passage and approval
