Fire protection districts and ambulance service districts cannot be included in urban renewal revenue allocation areas created or modified after July 1, 2025, unless the district explicitly consents by resolution

Districts subject to urban renewal plans established before July 1, 2025, may withdraw if the plan has no outstanding bonds, contractual obligations, or other indebtedness exceeding the revenue allocation proceeds attributable to that district

Urban renewal agencies must accept a district's withdrawal request if there are no outstanding obligations funded by that district's revenue allocation proceeds, or if the agency has sufficient proceeds from other sources to cover existing debts

Withdrawal process requires districts to request county accounting by May 1, adopt intent-to-withdraw resolution by June 1, with agency response within 10 business days

Declared an emergency measure, taking effect immediately upon passage and approval
