Adds a new "fixed habitation" residency requirement for state representative and senator candidates, requiring physical presence within the legislative district for one year prior to filing a declaration of candidacy

Defines "fixed habitation" as a residence where the candidate maintains actual physical presence and occupancy for at least 120 nights during the year preceding their candidacy filing

Retains existing requirements that candidates must be 21 years old, a U.S. citizen, and a registered elector within the district for one year preceding the general election

Candidates must file declarations of candidacy with the Secretary of State and pay a $30 filing fee

Declared an emergency measure, taking effect immediately upon passage and approval
