Adds new definitions to Idaho's sex offender registration law: "habitually lives" (any place visited for longer than 5 hours per visit more than 5 times within 30 days) and "homeless" (having no fixed residence)

Redefines "residence" from "offender's present place of abode" to "location where an offender habitually lives," expanding what constitutes a registerable residence

Clarifies that the 500-foot residency restriction from schools and daycares applies when sex offenders reside at residential or long-term care facilities

Removes municipal police chiefs from the approval authority for homeless shelters and recovery facilities housing sex offenders, leaving only county sheriffs with this authority

Declared an emergency measure with an effective date of July 1, 2026
