Prohibits knowingly manufacturing, importing, selling, installing, or transferring motor vehicles with counterfeit air bags, nonfunctional air bags, or components that fail to meet federal safety standards (49 CFR 571.208)

Prohibits installing devices that disable a vehicle's diagnostic warning system from alerting operators about missing, nonfunctional, or counterfeit air bag components

Violation constitutes a misdemeanor offense

Defines "nonfunctional air bag" as previously deployed, damaged, or counterfeit air bags, but excludes air bags in vehicles with salvage titles or visibly deployed bags in totaled vehicles

Takes effect July 1, 2026 under an emergency declaration
