Revises the definition of "neglected" in Idaho Code Section 16-1602 to include specific categories: parental acts resulting in death, serious physical or emotional harm, sexual abuse, or exploitation; acts presenting imminent risk of serious harm; parental inability to care for a child resulting in serious harm or imminent risk; and children placed for care or adoption in violation of law

Removes previous language defining neglect as a child being "without proper parental care and control, or subsistence, medical or other care" due to parental conduct, omission, neglect, or refusal

Preserves religious exemption allowing parents to choose treatment by prayer through spiritual means alone without the child being deemed neglected for that reason

Adds protection for parents seeking second opinions or alternative information regarding medical treatment, specifying children shall not be deemed neglected solely for that reason

Declares an emergency and sets effective date of July 1, 2026
