Creates new Chapter 92 in Title 18, Idaho Code, making it unlawful for organizations and their directors, officers, or agents to conceal, harbor, shield, transport, or provide shelter, financial support, or legal assistance to aliens unlawfully present in the United States

Establishes misdemeanor penalties for each unlawfully present alien aided, with violations escalating to felony charges when involving 5 or more aliens or upon subsequent violations

First violations result in revocation of all business licenses and permits statewide for 1 year plus fines up to $3,000 per offense and per alien aided; subsequent violations result in permanent license revocation

Subjects vehicles, vessels, aircraft, and gross proceeds used in violations to civil forfeiture under state law

Exempts law enforcement agencies transporting aliens to detention facilities and first responders providing emergency services; takes effect July 1, 2026
