Expands the definition of "sexual contact" in Idaho Code 18-6110 to include contact between the mouth and any body part, and any willful physical contact over or under clothing done with intent to arouse or gratify sexual desires

Maintains existing felony prohibition against correctional employees, officers, and agents having sexual contact with prisoners or juvenile offenders who are not their spouse

Continues felony prohibition against supervising officers having sexual contact with parolees or probationers who are not their spouse

Punishment for sexual contact with a prisoner or juvenile offender remains imprisonment up to life in state prison

Declared an emergency measure with effective date of July 1, 2026
