Allows parties in contested divorce or child custody cases to request attorney's fees and cost assistance at any time if they cannot afford legal representation due to lack of financial resources.

Requires courts to advise both parties at the initial hearing that they would be best served by having legal representation and that they may request the other party help pay for attorney's fees.

Courts must consider sworn financial resources of both parties (including expected amounts from third parties) and issue a written decision on fee assistance motions.

Limits the paying party's obligation so they cannot be ordered to pay more than their own attorney's fees; courts may also award fees against parties who file frivolous motions.

Declared an emergency measure, effective July 1, 2026.
