Property owners and managers may charge rental application fees to no more than 2 applicant households per rental unit at the same time, and only when a unit is available, will become available, or the applicant consents in writing to a waiting list.

Landlords must disclose all screening criteria to prospective tenants before accepting applications and must complete the screening process as disclosed.

Application fees may only be charged to individual household members who require a criminal history and background check.

All rental application fees must be related to the average costs of screening and processing the application.

Effective date: July 1, 2026, with an emergency clause.
