Consolidates disciplinary proceedings for all boards and professions under the Division of Occupational and Professional Licenses into a single new section (67-2616), establishing uniform procedures for hearings, subpoenas, injunctions, and penalties including fines up to $1,000 per offense.

Repeals approximately 50 individual code sections across various professional licensing boards that previously contained duplicative or board-specific provisions for disciplinary procedures, injunctions, subpoenas, judicial review, and prosecuting attorney duties.

Removes provisions allowing individual boards to authorize the Division of Occupational and Professional Licenses to act as their agent by written agreement, as this relationship is now standardized.

Eliminates board-specific powers to conduct hearings, administer oaths, issue subpoenas, and seek injunctive relief from individual practice acts, centralizing these functions under the new consolidated section.

Declares an emergency with an effective date of July 1, 2026.
