Hiring and terminating public library directors now requires approval of a majority of city council members, removing the board of trustees' sole authority over these personnel decisions

Library directors no longer "serve at the pleasure of the board" but instead serve subject to city council oversight for both appointment and termination

Board of trustees retains authority to supervise and evaluate library directors, but loses independent hiring/firing power

Amends Idaho Code Sections 33-2607 and 33-2608 governing public library board powers and library director duties

Declared an emergency measure with effective date of July 1, 2026
