Highway Distribution Account apportionment simplified to a fixed 40% to local governments and 60% to the state highway account, eliminating the previous graduated percentage schedule that phased in through fiscal year 2025

Removes provisions that previously directed 5% (declining to zero) of highway distribution funds to the law enforcement account

Eliminates separate distribution formula for revenues from electric and hybrid vehicle fees under Section 49-457, Idaho Code

Increases annual distribution to the local bridge inspection fund from $175,000 to $300,000

Consolidates fuel tax revenue distributions (7¢ of every 32¢) to flow directly to the highway distribution account rather than being split 60/40 between state highway account and local governments separately

Declared an emergency measure, effective July 1, 2026
