Prohibits out-of-state persons from making contributions to any candidate, political committee, or ballot measure, and from making independent expenditures in Idaho elections

Defines "out-of-state person" as individuals who are not legal Idaho residents (U.S. citizens residing in Idaho for at least 30 days) or entities organized under another state's laws with principal business elsewhere and no physical Idaho office

Expands existing foreign national contribution ban to include domestic out-of-state contributors and entities

Establishes felony penalties for knowing and willful violations when aggregate contributions or expenditures exceed $1,000 in a 12-month period, or for a second offense within 10 years

Declares an emergency with effective date of July 1, 2026
