Establishes a Youth Bill of Rights for children in licensed residential care facilities, guaranteeing protections related to physical and emotional safety, access to healthcare, family communication, privacy, freedom from abuse and unreasonable restraints, and the ability to file complaints without retaliation.

Requires the Department of Health and Welfare to conduct annual unannounced inspections of all licensed children's residential care facilities, with additional inspections triggered by substantiated complaints, serious incidents, or patterns of noncompliance.

Mandates that facilities develop individualized service plans for each child within 30 days of admission, update plans every 90 days, and complete discharge summaries within 7 days of a child leaving the facility.

Creates comprehensive critical incident reporting requirements, requiring facilities to notify the department by close of the next business day of events including child deaths, suicide attempts, use of restraints, abuse allegations, runaways, and medical emergencies.

Declares an emergency with an effective date of July 1, 2026.
