Requires the Idaho Department of Health and Welfare to establish data-matching agreements with the Idaho State Lottery Commission to identify SNAP households with lottery winnings of $3,000 or more, and promptly disenroll households with winnings exceeding federal resource limits

Mandates monthly cross-checking of SNAP enrollment against death records, incarceration data, out-of-state EBT transactions, and federal databases including Social Security, new hires, HUD, FBI fleeing felon records, and USPS address changes

Eliminates "broad-based categorical eligibility" by prohibiting automatic SNAP eligibility based on noncash or in-kind benefits, and restricts the department from applying income or resource standards higher than federal minimums

Requires verification of citizenship or lawful immigration status for all SNAP applicants using the SAVE system for non-citizens and secure documents (birth certificates, passports) for citizens, with immediate disenrollment for those who cannot verify eligible status

Limits SNAP certification periods to 4 months maximum for households with zero net income or able-bodied adults without dependents, and 1-2 months for households expected to become ineligible soon; takes effect July 1, 2026
