Prohibits sale, lease, or disclosure of biometric identifiers except for specific purposes including individual consent for identification after disappearance/death, completing authorized financial transactions, or law enforcement with a warrant

Mandates destruction of biometric identifiers within one year after the collection purpose expires, with employer-collected identifiers presumed to expire upon employment termination

Establishes civil penalties up to $25,000 per violation, enforceable by the Attorney General

Exempts financial institution voiceprint data and AI training/development activities unless the AI system is used to uniquely identify specific individuals
