Amends contractor registration applications to require designation of a natural person responsible for compliance with applicable laws and rules, plus an irrevocable consent to service of process for registration-related matters

Expands board investigation authority by requiring contractors to provide documents and answer investigative questions, including residential property disclosures under section 45-525, while prohibiting requests for trade secrets

Authorizes civil penalties up to $1,000 per violation (excluding fee, mental competency, and license history violations) and allows the board to require training courses as an alternative to formal discipline

Permits the board to prohibit individuals from registering under a different name after revocation or after three or more formal discipline actions within five years for specified violations

Provides pathway for prohibited individuals to apply for new registration under section 67-2614(10) and takes effect July 1, 2026 under emergency declaration
