Amends Idaho Code Section 33-1027 to change the 11-day consecutive unexcused absence rule from permissive ("may not count") to mandatory ("shall not count") for student enrollment purposes

Adds new requirement that schools cannot count students as enrolled without consent from a parent or legal guardian for enrollment in that specific school district or public charter school

Makes technical corrections to existing student enrollment counting provisions including FTE limits (1.0 for regular students, 0.5 for kindergarten, 0.25 for summer/night school)

Declares an emergency and takes effect July 1, 2026
