When a city within a county-wide highway district annexes territory from an adjoining county, the highway district's service area automatically expands to include that annexed area.

Amends Section 40-1406, Idaho Code, adding a new subsection (2) specifically addressing cross-county annexation and district boundary expansion.

Declared an emergency measure with an effective date of July 1, 2026.

County-wide highway districts retain existing powers including responsibility for county secondary and city highways, authority to levy highway ad valorem taxes, and ability to operate van/carpooling programs and park-and-ride facilities.
