Removes the requirement for dentist supervision of dental hygienists, allowing independent practice while requiring referral to a dentist for care beyond the hygienist's qualifications or upon patient request

Permits dental hygienists with valid certificates under Section 54-1729 to obtain and administer topical pharmacological agents for treating minor and self-limiting oral diseases

Expands Board disciplinary authority to apply to all licensees, not just dentists, with penalties up to $10,000 per violation

Declares an emergency with an effective date of July 1, 2026
