Directs the Idaho Department of Health and Welfare to submit state plan amendments and waivers to CMS allowing legally responsible individuals (such as parents or spouses) to be paid for providing Medicaid personal care services

Caps personal care services provided by legally responsible individuals at 25 hours per week based on the assessed level of care

Limits the total number of legally responsible individuals authorized to provide paid personal care services to 1,000 participants at any one time

Allows individuals needing more than 25 hours per week of personal care to receive additional care from non-legally responsible providers

Declared an emergency measure, taking effect immediately upon passage and approval
