Prohibits all political subdivisions and schools in Idaho from requiring, mandating, recommending, or encouraging any medical intervention (including vaccines, drugs, or medical procedures) or restricting facility access based on a person's decision to decline medical interventions

Repeals existing immunization exemption statutes and replaces them with broader "medical intervention" definitions covering any medical procedure, treatment, device, drug, injection, vaccine, or medication

Removes schools and daycares from entities that can access the state immunization registry, and changes the registry from opt-out to opt-in (requiring parent's written consent for inclusion)

Eliminates previous federal law exceptions that allowed employers to require medical interventions, and removes Medicare/Medicaid funding exemptions for government employment requirements

Authorizes attorney's fees and costs to be awarded to the attorney general or prosecuting attorney for successful enforcement actions against violating political subdivisions or businesses, with an emergency effective date of July 1, 2026
