State departments must identify full-time equivalent positions (FTP) vacant for more than 180 calendar days by July 1, 2026, and annually by September 1 thereafter; these positions must be eliminated with corresponding salary and benefits reductions from budget submissions.

Departments may retain positions vacant less than one year if they fully fund them from existing funds and fill the vacancy as soon as practicable.

In 2026 and 2027, one-third of eliminated executive branch FTP savings transfers to the legislative account, with 95% allocated for district support personnel for individual legislators and administrative staff.

All state departments must report detailed travel expenses in annual budget submissions, including destinations, purposes, airfare, mileage, lodging, food, dates, and any expenses paid by non-state entities.

Declared an emergency, taking effect immediately upon passage and approval.
