Legislative Services Office must provide the Joint Finance-Appropriations Committee with calculated reductions from the governor's budget for employee benefit costs, health insurance costs, and employee compensation.

Applies only to state entities authorized to have 50 or more full-time equivalent positions that receive legislative appropriations.

Reduction calculated using a 5-year average of actual personnel cost expenditures divided by total personnel costs originally appropriated (or average of all years for entities in existence less than 5 years).

Joint Finance-Appropriations Committee must include these calculated reductions in each affected entity's appropriation bill, applied to all fund types.

Declared an emergency measure with an effective date of July 1, 2026.
