Amends Idaho Code Section 67-3507 to require the executive budget document to include draft legislation for any recommendation requiring legislative action, along with the names of at least one House member and one Senate member willing to sponsor such legislation

Requires the executive budget document to include draft conditions, limitations, and restrictions language for any recommendation that would require such language to be passed by the legislature

Reorganizes the existing four-part executive budget structure (governor's budget message, detailed agency expenditure estimates, annual performance plans, and federal funding reports) from numbered subsections to lettered subsections

Declares an emergency and takes effect July 1, 2026
