Removes obsolete initial appointment provisions for the Idaho Commission on Hispanic Affairs, eliminating references to staggered terms from the 1987 creation date while maintaining the current structure of 9 members (2 senate, 2 house, 5 public members appointed by the governor)

Eliminates the $80,000 annual tobacco tax allocation previously remitted to the Commission on Hispanic Affairs for substance abuse prevention efforts, effective July 1, 2028

Removes the Commission on Hispanic Affairs from the list of organizations eligible to receive charitable contributions that qualify for the state income tax credit (50% credit up to $500 for individuals, up to $5,000 for corporations), effective July 1, 2028

Section 1 changes take effect July 1, 2026; Sections 2 and 3 (funding eliminations) take effect July 1, 2028
