Schools shall not count students with 11 or more consecutive unexcused absences immediately prior to and including the official count date (changes "may not" to "shall not" for mandatory enforcement)

Schools shall not count students with unexcused absences for the first 10 consecutive days of the school year; students who attend later may be counted as of their actual attendance date

Official enrollment counts conducted on the first day of October, December, February, and April (or previous school day if dates fall on non-school days)

Declared an emergency measure with effective date of July 1, 2026
