Requires nonprofit hospitals that received public hospital district assets to provide 90 days written notice to the Attorney General and Department of Health and Welfare before any control transfer, and hold at least one public hearing with 30 days notice in the county served

Grants the Attorney General authority to approve, condition, or disapprove control transfers of covered hospitals, with no transfer taking effect without written approval

Defines "control transfer" as changes in majority voting power of the governing board, substitution of a parent/controlling entity, or delegation of material governance authority through management or affiliation agreements

Hospitals conveyed from public hospital districts will revert to district ownership if control is transferred without state approval or if the transaction materially eliminates local governance authority over budgets, service lines, facility closures, or executive leadership

Declared an emergency measure effective July 1, 2026
