Amends Section 36-413, Idaho Code, to revise the lifetime hunting, fishing, and trapping license certificate system administered by the Fish and Game Commission

Requires applicants to have been Idaho residents for at least 5 years immediately preceding the application date; for children under age 5, a legal guardian must meet the 5-year residency requirement

Sets tiered pricing based on age: 25 times the standard license fee for ages 1 day through 1 year; 35 times the fee for ages 2-50; and 20 times the fee for ages 51 and older

All revenue from lifetime license sales goes to the Fish and Game Trust Fund, to be used exclusively for wildlife protection and Idaho fish and game code purposes

Declares an emergency and takes effect July 1, 2026
