Appropriates $89,468,100 total to Idaho's six Constitutional Officers for fiscal year 2027 (July 1, 2026 through June 30, 2027), including $33.8 million for the Attorney General, $39.6 million for the State Controller, $4.7 million for the Governor's Office, $302,500 for the Lieutenant Governor, $5.6 million for the Secretary of State, and $5.5 million for the State Treasurer.

Authorizes 437.90 full-time equivalent positions across the six offices, with the Attorney General receiving the largest allocation at 227.40 FTEs and the Lieutenant Governor the smallest at 3.00 FTEs.

Grants the Executive Office of the Governor, Lieutenant Governor, and Attorney General exemptions from statutory expense class and program transfer limitations, allowing flexibility in how appropriated funds are spent.

Requires the State Controller to reconcile all cash account balances between the Luma financial system and Treasury Accounting Transaction Reporting System (TATRS) for the period from July 1, 2023 through June 30, 2026, with findings reported by October 16, 2026.

Provides reappropriation authority for unexpended balances related to Secretary of State election integrity audits and system upgrades, State Controller computer services (up to $2.5 million), and behavioral health reporting data system development.
