Legislative Services Office must provide the Joint Finance-Appropriations Committee with calculated budget reductions from the Governor's proposed budget

Reductions apply to state entities with 50 or more full-time equivalent positions that receive legislative appropriations

Reduction formula uses a 5-year average of actual personnel cost expenditures divided by total personnel costs originally appropriated (or all years if entity exists less than 5 years)

Calculated reductions cover employee benefit costs, health insurance costs, and employee compensation across all fund types

Effective date is July 1, 2026, with emergency declaration for immediate implementation
