Appropriates $1,123,469,900 total to the State Board of Education for fiscal year 2027 (July 1, 2026 through June 30, 2027), covering colleges and universities, community colleges, career technical education, public television, vocational rehabilitation, and the Department of Education

Allocates $743,982,200 for College and Universities, including $307,579,100 for Boise State University, $208,340,000 for University of Idaho, $176,504,800 for Idaho State University, and $44,424,400 for Lewis-Clark State College

Provides $67,046,100 for Community Colleges (College of Eastern Idaho, College of Southern Idaho, College of Western Idaho, and North Idaho College) and $106,708,600 for the Division of Career Technical Education

Grants various administrative flexibilities including unlimited transfers between expense classes for Agricultural Research, colleges and universities, community colleges, and health education programs, plus reappropriation authority for unexpended dedicated fund balances

Authorizes up to $39,000,000 in reappropriation for the Idaho Career Ready Students Program and transfers unexpended Scholarships and Grants funds to the Opportunity Scholarship Program Account
